Warrant issued for sex registry lapse

An arrest warrant has been issued for a convicted sex offender who has failed to provide the sex offender registry with his address since 2019.

A specialist with the Wisconsin Department of Justice sex offender registry sought the arrest of Victor Quechulpa Hernandez who was convicted of child sex assault in 2010 and required to provide a current address to the registry.

Hernandez told registry officials in March 2019 that he was being deported to Mexico, the criminal complaint says. The registry has no record of his address since March 29, 2019, according to court records.
